Heaven Lake, the Caldera and the North Korean Border at Changbaishan
You have three ways up the mountain. Pick the wrong one for your legs, your schedule, and your tolerance for crowds and a once-in-a-lifetime crater lake view becomes a day of queuing in fog. The North, West, and South slopes of Changbaishan are not variations on a single experience. They are three separate visits, each with its own entry town, its own permit rules, and its own vantage point onto Heaven Lake, the volcanic caldera that straddles the China-North Korea border.
The North Slope: the Developed Classic with Hot Springs and a Waterfall
Getting Up and What You See
This is the approach most first-time visitors choose, and the one with the most infrastructure. Base yourself in Erdaobaihe Town, a purpose-built tourist hub about 420 kilometres from Changchun or a five-to-six-hour drive. From the North Gate you board a scenic area shuttle bus, then transfer to a 4x4 minibus convoy that climbs the final ridge to the rim. That ride is the most physically comfortable summit access on the mountain. No stairs. No long walk. You step off the minibus and the lake is fifty metres away.
Below the summit, the North Slope delivers the Changbai Waterfall, a 68-metre drop that feeds the Songhua River, and the Changbai Hot Springs where source water hits 82 degrees Celsius. The hot springs area is a reason to arrive early. Enter the park at 08:30, see the waterfall and the steaming pools on the way up, then commit to the summit before noon. After 13:00, cloud cover probability rises and the lake disappears.
The Crowds and the Paperwork
The trade-off for comfort is crowds. The North Slope handles the largest share of daily visitors. On national holidays it becomes a queue-management exercise. Foreign nationals need a valid passport at the ticket gate. No separate border permit is required beyond the standard scenic area ticket, which covers the shuttle and the minibus convoy. Book the ticket online through the official Changbai Mountain Scenic Area platform at least one day ahead in summer and three days ahead in October.
The West Slope: the 1,442 Step Staircase and the Widest Crater Panorama
The Climb
Base yourself in Songjianghe Town, four to five hours from Changchun and only 18 kilometres from Changbaishan Airport. The West Gate sends you up by shuttle bus to a trailhead. From there, the only way to the rim is a wooden staircase of exactly 1,442 steps. Count them if you want, but budget 40 to 60 minutes for the climb at a steady pace. The elevation gain is manageable, around 200 metres, but the thin air at altitude makes the final hundred steps real work for anyone arriving from sea level.
The View and the Base Town
The payoff is the view. The West Slope summit platform sits directly on the China-DPRK border marker, and the sightline across Heaven Lake is the widest of the three approaches. You see the full 13.1-kilometre circumference, the North Korean shore, and the caldera wall curving away into the mist. The border fence is close enough that you can read the warning signs in Korean.
Crowds are thinner than the North Slope but heavier than the South. The staircase creates a natural bottleneck, so arrive at the West Gate by 08:00 to avoid the worst of the midday queue. The ski resort called Changbaishan International Resort operates from November to late March with 43 runs and a 340-metre vertical drop, and it is the reason Songjianghe has better hotels and dining than Erdaobaihe. If you want a hot shower and a real meal after the climb, the West Slope base is the better overnight choice.
The South Slope: the Wildcard with Border Fence Views and Restricted Entry
When It Opens and What It Demands
This is the approach for the traveller who has already been up the other two slopes and wants something more raw, or for the one who checks border policy obsessively and times a trip around a seasonal reopening. The South Gate, near Changbai Korean Autonomous County, has been closed to general tourists for multiple years. When it does reopen, which happens on a seasonal basis depending on bilateral relations and road maintenance, access is limited and the permit rules change.
Foreign nationals face an additional hurdle when the South Slope is open. A separate border area permit from the local Public Security Bureau may be required on top of the standard scenic area ticket. This is not a formality you can handle at the gate. You apply in Changbai Korean Autonomous County town in advance, and processing takes at least one full business day. The South Slope summit requires only a short walk from the shuttle bus drop-off, but the viewing area is directly on the border fence. You stand closer to North Korean territory than at any other point on Changbaishan.
The South Slope is not suitable as a primary plan. Treat it as a bonus objective if the border permit system aligns with your dates and patience. For most visitors, the North and West slopes deliver the lake view with dramatically less bureaucratic friction.
Seeing the Lake is Never Guaranteed. Plan Around the Weather, Not the Calendar.
Timing the Window
Heaven Lake is hidden by cloud or fog on more than 250 days per year. That number from the park authority means a clear view is a statistical exception, not the norm. Improve the odds by going in late September or early October, when the autumn high-pressure system pushes the cloud layer down and the summit stays dry until early afternoon. You ruin the odds by going in July or August, when summer monsoon moisture sits on the caldera like a lid.
The strategy is time of day, not season. Arrive at your chosen gate before 08:30. Be on the summit by 10:00. If the lake is clear, you get a full hour before the convective clouds build. If it is not clear, wait 30 minutes. The wind on the rim can shred a cloud bank in minutes. Do not leave early. Carry a windproof jacket, gloves, and something to sit on. The waiting area on the North and West slopes has no shelter.
When to Skip It
One final honest caveat. The mountain is famous, the crater lake is spectacular, but the journey from Changchun or Shenyang is long, the entry tickets are expensive, and the summit weather is hostile. If your trip is a three-day weekend forced into a bus window, skip Changbaishan and spend those days at Changbai Mountain International Resort for the skiing instead. The lake will still be there when you have time to do it properly.

Common Questions
Which slope gives the best view of Heaven Lake?
The West Slope. Its summit platform sits directly on the China-DPRK border marker and offers the widest uninterrupted panorama of the caldera. The North Slope gives a closer view but a narrower angle. The South Slope, when open, puts you right against the border fence.
How long does it take to climb the West Slope staircase?
Budget 40 to 60 minutes at a steady pace. The 1,442 steps gain roughly 200 metres of elevation, and the altitude at the top is high. Take a rest every 300 steps if you feel lightheaded.
Is the South Slope open to tourists?
It has been closed for multiple years and reopens only on a seasonal basis subject to border policy. When it does open, foreign nationals need a separate border permit from the local Public Security Bureau in Changbai Korean Autonomous County, applied for at least one business day in advance.
Can I see Heaven Lake without hiking?
Yes. The North Slope uses a 4x4 minibus convoy that takes you directly to the rim. No walking required beyond a few metres from the bus. The West Slope requires the staircase. The South Slope requires a short walk from the shuttle.
What time of day should I be at the summit?
Before 10:00. The park gates open between 08:00 and 08:30 depending on season. Arrive at the gate by 08:30 at the latest to clear the shuttle queue and reach the summit while the morning air is still stable. After noon, cloud cover builds rapidly.
Do I need a border permit for the North or West slopes?
No. A valid passport and a standard scenic area ticket are sufficient for the North and West Gates. No separate border area permit is issued to individual tourists at these gates. The South Slope is the only approach that may require one.
What happens if the lake is fogged in when I reach the summit?
Wait. The wind on the rim can clear the cloud in 20 to 30 minutes. Bring a windproof jacket and something to sit on. If it does not clear after 45 minutes, descend and try again the next morning if your ticket permits re-entry. The North and West slopes allow single-day entry only, so your best chance is an early start.
